Why do I have to wait one hour before I can chat for the first time?

They have the choice to set a waiting time so all new nicknames will have to wait a set period of time before being able to chat or post within the forum. Once you've entered the forum after the initial waiting period is up, you do not need to wait again. This tool allows them to keep out flooders and other troublemakers, and assure that only legitimate chatters participate in conversations.

Forum Owners have the right to set the standards within their own forums, as long as they comply with Talk City Standards, and Terms of Service. Some rooms are more lenient than others. The best way to avoid getting removed from any forum, is to ask what the forum rules are. Often, the Owner posts the room's standards on the forum's discussion board.
